of the
"
LIBERTY CHAPTER"

of the

Professional Loadmaster Association (PLA)

ARTICLE I,

Chapter Name The Chapter shall be known as the Liberty Chapter".  The base of operation shall be in the vicinity of McGuire AFB, New Jersey with area coverage of the States of New Jersey, New York , and Pennsylvania .  

ARTICLE II,

 

Objective To promote on a local level the PLAs core values, i.e., the Flag of the United States , our self-confidence, and our empathy for one another. It shall be the Chapters basic mission to provide a forum for camaraderie, fellowship, and open discussion among those interested in promoting the Loadmaster profession. It shall guide its membership in facilitating trust and mutual respect for one another, inspiring personal growth, and the pursuit of an overall purposeful sense of vision for the future of its Chapter and the PLA in general.

ARTICLE III, Membership

Local membership shall be open to any loadmaster that has or is performing duties as a loadmaster on transport aircraft and/or helicopters to include rescue aircraft. The Liberty Chapter will conduct itself in a manner that is free from discrimination and will provide equal opportunity and treatment for all.  Local Chapter membership is contingent upon payment of National PLA dues.  Payment of membership dues shall be directly to the PLA.

ARTICLE IV, Executive Committee

Section A  The Executive Committee, as a minimum, shall consist of a President, Secretary, and Treasurer. They shall be elected by a simple majority of all Chapter members present during the scheduled November meeting.  Additional votes may be collected via email. Elections shall be conducted biennially or in the event a Committee Member cannot continue in their office.

Section B  President: The Chapter President shall be responsible to the PLA Executive Committee and to the enforcement of the PLA and Chapter By-Laws. The President shall call all meetings and preside over same. He/She shall appoint and dissolve committees as necessary to support the needs of the Chapter and the PLA.

Section C  Secretary: The Chapter Secretary shall be responsible for compiling a written record of all chapter activities to include all Chapter meetings.

Section D  Treasurer: The Chapter Treasurer shall be responsible for the accountability of any assets acquired, satisfaction of any liabilities incurred by the Chapter, and disposition of same if dissolution results. Treasurer will maintain an income-and-expense statement and balance sheet.

ARTICLE V, Management

Section A - Responsibility: The business, property, and funds of the Chapter shall be managed and controlled by the Chapter's Executive Committee.  Funds to effectuate Liberty Chapter goals will be raised through fund raisers.

Section B - Liability: Each member of the Chapter shall be aware that any financial liability incurred by the Chapter may ultimately result in individual personal financial liability if the Chapter fails to discharge it's financial obligations.

Section C - All business conducted on McGuire AFB will be in accordance with AFI 34-223.

Section D - All Chapter fund raisers conducted on McGuire AFB must have prior approval from the base legal office.  Members must be familiar with and comply with requirements of AFI 34-223, Chapter 10 prior to conducting fund raisers.

ARTICLE VI, Meetings

Liberty Chapter meetings will be scheduled monthly, but as a minimum, formal meetings shall be held at least quarterly. The President may call special meetings anytime Chapter business warrants.

 

ARTICLE VII, Amendments

 

Proposed amendments, alterations, or repeal of these By-Laws shall be submitted in writing to the membership at a regularly scheduled meeting.  Amendment, alteration, or repeal shall be effected by a two-third-majority vote of those members present at a subsequent, regularly scheduled meeting.

 

ARTICLE VIII, Dissolution

Dissolution may be accomplished by a two-third-majority vote of members present at a regularly scheduled meeting. Upon dissolution, all outstanding obligations shall be liquidated. In the event there are net assets remaining, said assets shall revert to the PLA for distribution.
